Because Street SPAM increased significantly in 2009, the Toronto Advertising Hall of Shame has awarded Certificates on No-Merit by categories.
Online voting for Toronto's worst Junk Sign Litterbugs began in September. Voting ended January 29, 2010.

First Prize Far, and far and away, City Asphalt Sealing of Richmond Hill is Toronto's worst Street SPAM litterbug with an estimated 100,000 illegal eyesore junk signs postered/plastered to the backside of traffic signs, traffic signal poles, postal boxes throughout the city. The city doesn't seem to enforce the sign by-laws very effectively and City Asphalt knows it well. Imagine if this company were fined just $5.00 for each violation. Second Prize Avenue Road Advertising plays a key role in Street SPAMMING Toronto neighbourhoods by promoting street litter, also known as vertical litter, to passersby who may not fully realize their business is harmed by junk signs littering our neighbourhoods.
